Fixed fixtures like ceiling lights and pendants ride the interior-remodeling demand, and decorative lighting like mood lamps and string lights turns over fast with strong repeat purchases. LED bulbs have steady replacement demand, and smart lighting rides the smart-home boom with high margin against unit cost. But once you actually place the order, the spot beginner sellers get most tangled up is "do I have to certify this like an electronic product, or just import it as general goods?" The instant you plug it into a wall outlet and run it on 220V, electrical safety applies; turn it on and off wirelessly and radio certification piles on one more; and LED lamps bring energy-efficiency labeling along too. Even packed in the same "lighting box," the combination of gates to clear changes wholesale depending on what it is.

The market likes to say "lighting is lighting," but the accurate version is that a light wired directly into a 220V outlet and a low-voltage light run on USB or batteries are different things in regulatory terms. Fixtures and bulbs hooked to wall power are subject to electrical safety, while a small mood lamp lit by 5V USB or batteries has a relatively light gate. 2. Fixed Fixtures & Portable Lamps — Subject to Electrical Safety

Items with high shock/fire risk take safety certification, mid-level ones take safety confirmation, and relatively low-risk ones take supplier's declaration of conformity — a three-tier structure in which fixtures are mostly handled as safety confirmation. The flow is to get testing at a designated lab, file the safety-confirmation notification, and affix the KC mark. Still, which tier applies can vary by the product's structure, voltage, and use, so confirm before ordering exactly where yours falls. What's easy to miss with portable lamps is the adapter/plug. LED desk and floor lamps often step the voltage down with an SMPS adapter, and that adapter itself can be a separate safety target as an electrical product. That's why "I just get KC for the lamp body, right?" is only half right. Korea's standard is also 220V/60Hz, so bring in a Chinese domestic model as-is (220V/50Hz, or a different plug standard) and you may need a plug swap or spec adjustment.
3. LED Lamps & Bulbs — Electrical Safety Plus One More: "Energy Efficiency"
LED bulbs and lamps are subject to electrical safety (KC), same as the fixtures above. Up to here, it's the same. But LED lamps and bulbs have one more layer: energy efficiency.
Under the Energy Use Rationalization Act, Korea designates energy-hungry products as efficiency-managed equipment and manages their energy-efficiency rating or minimum efficiency standard. On the lighting side, self-ballasted LED lamps and converter-external LED lamps, among others, can fall under this efficiency-managed equipment, where the efficiency is measured at a designated lab and the result has to be labeled. In other words, an LED bulb may need to carry both electrical-safety KC (the safety gate) and energy-efficiency labeling (the efficiency gate). That said, exactly which lamps are subject to efficiency-managed equipment and what labeling is required vary by item and structure, so rather than pinning it down without certainty, it's safer to confirm with a lab or expert before ordering.
The spot that often goes wrong in practice is "I assumed one electrical-safety KC covered everything." Electrical safety and energy efficiency are separate gates with different governing laws and procedures, so clearing one doesn't exempt the other. LED bulbs in particular are a high-turnover bulk item, so bring them in bulk without certification and get blocked on labeling or efficiency, and the inventory risk grows.
4. Smart Lighting — When Wireless Is Added, Radio Certification Piles On
The smart lighting that sells well these days — bulbs and fixtures you turn on and off or adjust in color and brightness from an app over Wi-Fi/Bluetooth — has one more layer of gate. The moment a wireless communication function goes in, radio conformity assessment (radio certification) under the Radio Waves Act becomes the target. It's a procedure that verifies the wireless module operates within a set frequency and output — a separate gate with a different governing law (the Radio Waves Act) and different test items from electrical-safety KC.

The opposite of "a bulb, so it's simple" — the more functions a smart light has, the more gates there are to clear. 5. Decorative Lighting — Light If Low-Voltage, but Confirm the Labeling and Whether It's a Target
For decorative lighting like mood lamps, string lights, and mini lights, the weight of the gate splits largely on "how it draws power." A small low-voltage light lit by USB or batteries is on the lighter side of the gate compared with a 220V electrical product. But "light" doesn't mean "nothing needed." Even treated as general goods, country-of-origin and Korean labeling has to be in place, and skip it and, even after clearance, your sales can get stuck.
There are a few spots to split out here. Even the same mood lamp — if it's a 220V product plugged straight into a wall outlet — is subject to electrical safety, unlike a low-voltage mood lamp. And a rechargeable (built-in battery) light has a lithium battery inside, so battery safety and shipping issues can follow. Finally, decorative lighting aimed at children (nursing lamps, character mood lamps, etc.) may involve the Special Act on the Safety of Children's Products, so it may not be on the same track as ordinary decorative lighting. 6. Tariffs, HS Codes & Labeling — Classification Differs by Item to Begin With
Once you've sorted the regulation, look at cost and labeling together. A light's cost splits on the tariff and the incidental costs to arrive in Korea, and its right to sell splits on labeling.
The tariff is set by the item's HS code, and fixtures, LED lamps, smart lighting, and decorative lighting can be classified differently to begin with. Even lumped as "lighting," it splits into different codes depending on whether it's a finished fixture, a lamp/bulb, or a part, and the rate differs accordingly. Since the rate varies by item, composition, origin, and whether a preferential tariff (Korea-China FTA, etc.) applies, rather than pinning a specific number here, it's safer to confirm before ordering with a customs broker or an HS-code advance ruling. Cheap unit price or not, you have to reckon by landed cost with tariff, VAT, and freight loaded on to see the real margin — the same principle holds for lighting.
Don't miss the labeling either. A certified fixture or bulb must carry the KC mark along with labeling like rated voltage, power consumption, manufacturer, and importer, an LED lamp may add energy-efficiency labeling, and decorative lighting comes with country-of-origin and Korean labeling too. 7. Sourcing in Practice — The Zhongshan Guzhen Cluster and Sample Inspection
Once you've drawn the regulatory map and reckoned the cost, the next question is where and how to source. China has the world's deepest lighting production, so the clusters where each item's industry concentrates are distinct.
China's lighting clusters
The first place to think of in lighting sourcing is Guzhen (古镇) in Zhongshan, Guangdong. Known as the "city of lighting (灯饰之都)," its fixture, LED, and component supply chain runs thick — good for casting a wide net from pendants and chandeliers to LED bulbs and parts. On top of that, products with a wireless module and electronic control, like smart lighting, often mesh with the electronics supply chain, connecting to the wider Guangdong region (Shenzhen, Dongguan, etc.) too. Online, the common flow is to search factories by item on 1688/Alibaba, shortlist candidates, and narrow them down through on-site visits or inspection. Above all, for certification-subject items like lighting, it's important to confirm early whether the factory has Korean KC or European CE certification experience. A factory with a certification track record cooperates smoothly on test data, while one that has only served the domestic market takes longer to handle certification. What to confirm on the sample without fail
Lighting all looks pretty in photos, but the real quality splits on the quality of the light and electrical stability. The cheaper the light in particular, the more likely a problem shows up in the driver (power supply). Confirm the following at the sample stage.

The heaviest risk in lighting is overheating and fire. Fixtures and bulbs are things that generate heat with electricity, so if a bad driver or poor heat-dissipation design leads to a fire, the liability lands on the seller. So if you handle these items, you must consider product-liability (PL) insurance. Even with certification, the accident probability doesn't hit zero, so the rule is to lay a safety net against recall and compensation risk alongside. Certification- and testing-subject items take time to the first order. For lighting, when electrical safety, radio, and energy efficiency overlap, each test schedule adds up, and the test cost grows with the number of gates too. Specific cost and time vary greatly by item, test items, and lab, so they're hard to pin down — but the more gates a smart LED overlaps, the more generously you should budget the certification time and cost.
