But once you actually place the order, the spot beginner sellers get most tangled up is "do I have to certify this like an electronic product, or just import it as general goods?" Hand tools used by hand are handled without a separate safety confirmation, but the instant it runs on electricity, electrical safety applies, and gear that protects the body falls under an entirely different law. 4. Industrial Protective Gear β Not Tools but the "Safety" Domain
This is the most confusing spot. Protective gear sold in a set with tools β safety helmets, safety shoes, safety goggles, dust masks, safety harnesses β is by nature not a tool but a "thing that protects a person." So the very law that applies is different. Industrial protective gear meant to protect workers at a job site is subject to safety certification (KCs) under the Occupational Safety and Health Act, so it has to pass performance testing at a designated body and get certified. It's testing that verifies whether a safety helmet withstands impact, whether safety shoes block compression and puncture, whether a dust mask filters out dust.
What you must split here without fail is the distinction between industrial protective gear and consumer DIY protective gear. Even the same "safety goggles" β if they're industrial, meant to meet a job site's safety requirement, safety certification applies, whereas protective gear sold as light DIY/hobby use can be handled differently by its nature and use. The problem is that this boundary is ambiguous. Write "for work / industrial use" on the detail page and sell it, and you can be required to meet the Occupational Safety and Health Act's safety-certification requirement β sell it labeled that way without certification and it's illegal. Exact classification and whether it's subject to certification vary by item and use, so if you plan to handle protective gear, it's safer to confirm with a certification body or expert before ordering.
5. Measuring Tools & Lasers β Wireless Brings Radio Along
The tool category also includes measuring tools like laser levels, distance meters, and spirit levels. Here the presence of a gate splits on "is there a wireless function." A purely mechanical/wired product that only measures has a light gate, but add a function that sends the measurement to a smartphone app over Bluetooth and a radio conformity assessment (radio certification) becomes the target. 6. Tariffs, HS Codes & Labeling β Classification Differs by Item to Begin With

A factory with a certification track record cooperates smoothly on test data, while one that has only served the domestic market takes longer to handle certification.
What to confirm on the sample without fail
Tools are a category where problems surface in "durability" and "safety." It looks fine in photos, but apply real force and the weak points show. Power tools in particular have tighter inspection items because a motor and battery are involved. Confirm the following at the sample stage.
