"Bluetooth earbuds are selling well, so I'm bringing some in from China — is there a separate certification for that?"
"The factory says it has both CE and FCC. So I can just sell them in Korea, right?"
"They told me the charger needs KC — so for the earbud itself, is that one thing enough?"
These questions share one thing: they treat a wireless product as just an electronic gadget. But something that emits radio waves carries a different regulatory texture than an ordinary electronic. Invisible radio waves can interfere with other devices' communication, so every country runs a separate permission scheme — "you may use this frequency at this power." In Korea that gate falls under the Radio Waves Act, and wireless devices must go through radio-equipment conformity assessment (commonly called "radio certification"). Miss that before you order, and you meet it later — as earbuds already on the water that stop at customs for lack of certification.
Pin the big picture up front and it gets far less confusing. Importing wireless products brings two different KCs. One is radio certification (Radio Waves Act, overseen by the RRA), covering the use of radio waves itself. The other is electrical-safety KC (electrical-appliance safety, under the Electrical Safety Act), which guards against electric shock and fire. Like the charging adapter that comes with Bluetooth earbuds, both often apply inside a single box. Today we walk through, in order, what radio certification is and why it's needed, how Conformity Certification / Registration / Provisional Certification split, how it differs from electrical-safety KC, the limits of foreign test reports, the labeling duty, cost and lead time, direct purchase vs. importing to sell, and the risk of going uncertified.
Having covered product certification around KC, CE, FDA, and CCC at a high level (#10), and the separate gate for children's products (#65), today is about the certification that attaches only to products using radio waves: radio certification. The key is that separate from customs clearance and electrical safety, there's one more gate.
1. What Radio Certification Is, and Why It's Needed
Devices that send and receive radio waves — Bluetooth, Wi-Fi, wireless mice, smartwatches, wireless doorbells — use frequency, an invisible but shared resource. If anyone emits at any power, everyone's communication tangles, and in a bad case it can even disrupt aviation or emergency comms. So the gate the Radio Waves Act puts on such devices is radio-equipment conformity assessment, i.e., radio certification. Think of it as the procedure that confirms "this device was built to stay within a set frequency and power, without interfering with other devices."
The body that oversees this scheme is the National Radio Research Agency (RRA). Just as the Korean Agency for Technology and Standards handles children's-product KC and the MFDS handles food-contact utensils, the radio conformity of wireless devices sits with the RRA system. That the overseeing body differs also means: even if you hold another KC, radio certification has to be taken separately.
2. Conformity Certification, Registration, Provisional — Where Does My Product Sit
Radio certification isn't one procedure — by the device's nature and interference risk, it splits into three branches. Where your product lands changes the weight of the prep, so sorting this out comes first.

The cases above are only examples to give you a feel. Actual classification is set by the relevant public notices — and those get revised — so before you order, you must confirm exactly which procedure your device falls under. Even for the same wireless device, it splits by frequency, output, and use.
The Bluetooth and Wi-Fi low-power devices you meet most in import practice mostly sit on the Conformity Registration side. The flow: get the device tested against the radio standards at a designated lab, register conformity on that report, then receive an identification code and display it. The procedure is lighter than Conformity Certification, but that doesn't mean you can skip the testing.
3. How It Differs from Electrical-Safety KC (Electrical Safety Act)
Here's where much of the confusion lives. Radio certification and electrical-safety KC are both called KC, but their governing law, what they check, and their oversight all differ.

The key is that one product often needs both. Take Bluetooth earbuds that come with a charger: the earbuds' wireless function needs radio certification, while the charging adapter that comes with them may need electrical-safety KC. Add a lithium battery, and separate safety requirements for the battery get tangled in too. People who figured "it's a wireless product, so one radio certification will do" really do end up with clearance blocked because the adapter's KC was empty.
4. Why "We Have CE and FCC" Doesn't Replace KC
Ask a Chinese factory about a wireless product, and most will confidently produce CE (Europe) and FCC (US) reports. That's a good sign — a factory that has tested wireless performance. But that report doesn't mean it passes Korea's KC.
Every country allows slightly different frequency bands and power limits, and differs in test items and labeling. On top of that, Korea's radio certification registers/certifies through the RRA system on the basis of results from a domestic designated lab, so you can't just bring a foreign report and use it as is. Take a foreign report as reference that "this factory has run wireless testing before," but schedule KC testing separately in your timeline and cost.
5. The Identification Code and KC Mark — the Label Is a Pass Condition
Finishing testing and registration isn't the end. For wireless devices, labeling matters as much as certification. Fail to include the required mark and code, and you can be caught for a labeling violation even when the goods are perfectly fine.
Once you get radio certification, you receive an identification code that starts with "R-R-". You have to display this code on the product or packaging along with the KC mark, adding the device name, manufacturer (or importer), and country of manufacture. Consumers and customs use this marking to confirm "whether this item was properly certified."
6. A Feel for Cost and Lead Time, and Using Derivative Models
What people most want to know in practice is "how much, and how long." Exact figures vary widely by device type, test items, and lab, so it's hard to nail down in a word. For a feel, though: Conformity Registration for Bluetooth/Wi-Fi low-power devices is fairly standardized, so it's not hard to predict, while the closer you get to devices connected directly to a network or with high output, the more the items and cost climb. Figure roughly a few weeks from sample intake to report/registration, longer if a follow-up comes back.
So when you build the first order's quote, don't just look at the goods price and shipping — it's safer to fold in this certification cost and lead time up front. Especially for seasonal electronic goods, you have to work the testing and registration period back from the sales date into the schedule, or you miss the peak.
7. Direct Purchase / Buying Agents Differ from Importing to Sell
"But I direct-buy a single Bluetooth earbud on AliExpress and use it just fine?" Some people say this. True. But that's about an individual bringing in a small quantity for their own use. A personal-use direct purchase is generally treated as an exception within the personal-use scope, whereas the moment you bring it in to sell, the story changes completely.
To import and distribute wireless devices for sale, you have to hold the radio certification and any needed electrical-safety KC, and keep the labeling duty too. That's why "I had no trouble using it via direct purchase, so selling it should be fine" is a dangerous judgment. A buying agent, too, shifts where responsibility sits depending on the form, so first make clear whether what you're doing is buying on someone's behalf for personal use, or effectively importing to sell.
8. The Risk of Selling Uncertified
For wireless devices, certification and labeling requirements come up at the clearance stage. As it lets the goods in, customs also looks at whether the device is subject to radio certification / electrical-safety KC and whether certification and labeling are in place. Leave a requirement empty here and clearance stops. And clearing customs doesn't mean the problem is over.
- Uncertified import: goods arrive with no radio certification or electrical-safety KC, and clearance is held or the goods returned for missing requirements
- Missing labels: the KC mark, identification code, or importer details are absent, and the product is fine but gets caught for a labeling violation
- Only one side certified: you cover the wireless main unit but skip the adapter/battery KC, and the whole set gets tied up
- Spec change in mass production: production runs on a different comm module or circuit than the certified sample, and a mismatch surfaces afterward
If selling an uncertified or unlabeled wireless device is caught, it doesn't stop at a clearance hold or return — goods already on the market can become subject to recall or a sales halt. A radio-related violation can disrupt other devices' communication, so it can be subject to criminal punishment and administrative fines. The exact provisions or amounts vary by case, but it's clearly not a matter to take lightly, as if "getting caught just means you can't sell the goods." That's why for wireless products, the value of preparing before you order is unusually high (#47).
9. Wireless Product Import Checklist
Scope and procedure
- Confirmed whether the device is radio equipment using radio waves (subject to radio certification)
- Determined which of Conformity Certification / Registration / Provisional Certification applies
- Split it into main unit / adapter / battery and drew a map of radio certification and electrical-safety KC
Testing and labeling
- Assumed a KC test at a domestic designated lab is needed, separate from CE/FCC reports
- Locked the label artwork with the identification code (R-R-), KC mark, and importer details
- Sorted out whether products differing only in color or shape can group as derivative models
Factory and schedule
- Planned pre-shipment inspection to confirm mass goods come out with the same comm module and circuit as the certified sample
- Worked the testing and registration lead time back into the season schedule
- Secured certification requirements on the premise that this is importing to sell, not personal direct purchase
