Drones and RC (radio-controlled) toys are an unusually attractive category for online sellers. They're easy to push with video and review content, camera drones carry a high ticket price, and toy drones and RC cars have a broad market of children and beginners. But once you actually get into ordering, there's a spot where beginner sellers get most rattled: "the rules don't end with one — they come layered, several at a time." It's radio-controlled, so radio certification attaches; the battery is lithium, so the electrical-appliance KC lens and shipping-stage dangerous goods load on; the target is children, so children's-product KC attaches too; and once the weight crosses a certain line, aircraft registration under the Aviation Safety Act follows. Today's point is a single sentence: drones and RC aren't a 'one-rule' category — radio, battery, children's product, and aircraft registration are several layers that stack up on a single product. So the question to ask before ordering isn't "I can sell it as long as it flies, right?" — it's "how many of these layers — radio certification, battery KC, children's-product KC, aircraft registration — attach to this product, and how many at once?" 1. The Big Picture — With Drones & RC, the Gates Come Layered
Draw the map first. Just sorting out how many of the gates below the drone/RC you want to bring in hits settles the main outline of the paperwork you'll need. Unlike other categories, what marks drones and RC is that a single product often catches several gates at once.

Let's clear up one misconception first. Approach it with the gut feeling that "a drone sells as long as it flies" and you'll get caught most of the time. More precisely, the key is that the gates on a drone/RC aren't exclusive — not "this or that" — but a structure where several layer on at once. Take one app-linked camera toy drone: it can carry radio certification (control & video transmission), battery KC and shipping dangerous goods (lithium battery), children's-product KC (toy), and — if it weighs over 250g — an aircraft-registration notice too, four layers at the same time. So the first button in drone/RC sourcing isn't picking the product — it's counting how many layers attach to the product you picked.
2. The First Gate — Radio Certification Is the Baseline for Controllers & Video Transmission
The essence of a drone/RC is that you control it wirelessly. The controller and the craft exchange signals over radio waves, and a camera drone even beams video wirelessly. Because of this wireless (radio) element, most drones and RC fall under the Radio Waves Act conformity assessment (commonly "radio certification"). Treat it as this category's baseline gate.
The radio parts are in more places than you'd think. The typical ones are the controller's control signal (the 2.4GHz band, etc.), the craft-to-controller link, and the video-transmission module of a camera drone or FPV (the 5.8GHz band, etc.). Add a model that pairs with a smartphone app over Bluetooth/Wi-Fi and the wireless elements multiply. A product with such wireless functions can be subject to the Radio Waves Act conformity assessment (conformity registration, etc.), and which type applies (conformity certification, conformity registration, etc.) splits by the frequency, output, and module makeup. 3. The Second Gate — A Lithium Battery's KC and Shipping
Almost without exception, drones and RC run on a rechargeable lithium battery (LiPo, etc.). And that battery trips you up from two directions: one is the certification (KC) lens, the other the shipping lens.
Standalone pack vs built-in
First, separate what form the battery arrives in. Drones and RC often sell and ship the battery as a standalone (swappable) pack that detaches from the craft, and a lithium battery distributed separately like this can be subject to KC (safety confirmation, etc.) under electrical-appliance safety management. A battery fully built in and non-removable, by contrast, is treated as part of the finished unit. Even the same lithium battery can take a different certification path depending on whether it's sold standalone or comes attached to the device, so before ordering, confirm the battery configuration (swappable/built-in) and, for each, whether it's a KC target and which certification type applies. Shipping — a lithium battery is dangerous goods
As important as battery certification is shipping. A lithium battery is treated as dangerous goods in air and sea freight, so you can't just load it onto an ordinary courier however you like. Air freight can require UN38.3 (lithium-battery safety test) pass documentation, packing instructions such as PI965–967, and paperwork like an MSDS, and depending on capacity and configuration, air transport itself may be restricted. That's why drone/RC batteries are often recommended for sea freight, in which case you have to lock in packing/paperwork requirements and lead time ahead of time. 4. The Third Gate — Toy Drones & RC Cars Are Children's-Product KC
Depending on who it targets, another layer attaches. Toy drones, RC cars, and RC robots aimed at children under 14 can carry children's-product KC (safety confirmation, etc.) on top of the radio and battery lenses above. As the "toy" character comes in, toy-safety regulation is added.
The fork here is "does this product target children (under 14)?" Products clearly designed as kids' toys — entry-level mini drones, children's RC cars and RC robots — are likely to be seen through the children's-product safety lens. Conversely, an adult/hobby camera drone or a racing drone can go down a different track, not as a toy. That said, some products sit on a fuzzy age boundary (e.g., a toy drone billed as "for the whole family" but really closer to a kids' item), so you have to weigh the product's character together with its labeling and marketing target to judge whether it counts as a children's product. 5. The Fourth Gate — Aircraft Registration for Drones over 250g and the Product-Page Notice
Drones have one more gate that other categories don't: the weight thresholds under the Aviation Safety Act. The heavier a drone gets, the stronger the safety and flight rules, and one of those dividing lines is max takeoff weight (the craft's weight).
Generally, a drone whose max takeoff weight exceeds a set threshold (e.g., 250g) is subject to aircraft (device) registration under the Aviation Safety Act, and in heavier ranges (e.g., over 2kg) the pilot (user) may need a license, flight approval, and the like. There's an important distinction here: this registration and licensing is, in principle, the duty of the "buyer (user)" who owns and operates the drone, not the "seller." That is, the seller doesn't register on the buyer's behalf — the person who bought it has to register their own drone and follow the rules.
That doesn't mean the seller is off the hook. You need to clearly state the buyer's duty on the product page and in your guidance so they know it. Sell a drone that exceeds the registration threshold with no notice at all, and the buyer may break the rules without knowing, or a dispute can arise. So if you handle drones over 250g, it's safer to put a note on the product page to the effect that "this product may be subject to aircraft registration (and, where applicable, pilot licensing) based on its max takeoff weight, and compliance with registration and flight rules is the duty of the buyer (user)."
6. Tariffs, HS Codes & Labeling — They Differ by Item, So a Customs Broker Check Is the Baseline
Once you've sorted the gates, look at cost and labeling together. Cost splits on the tariff and the incidental costs to reach Korea; the right to sell splits on labeling.
The tariff rate is set by the item's HS code, and a drone/RC can split in classification by whether it's a finished unit, a part (battery, motor, controller, etc.), or treated as a toy. Toy drones/RC and hobby/industrial drones can fall under different headings, and a standalone battery takes yet another classification. Since the rate varies by item, makeup, origin, and whether a preferential tariff (Korea-China FTA, etc.) applies, rather than nailing a specific number or code here, it's safer to confirm before ordering with a customs broker or an HS-code advance ruling. Cheap unit price or not, the principle holds here too: you only see the real margin when you reckon by landed cost — tariff, VAT, and freight, plus certification and testing fees loaded on.
Don't miss labeling either. A radio-certification target can carry the radio-certification mark; electrical-appliance KC and children's-product KC targets can carry their respective KC marks; and every item needs country-of-origin and Korean labeling. A children's toy needs age and warning labeling, and a drone over 250g needs the buyer-duty notice — aircraft registration and the like, noted earlier — on the product page. And a "label swap" — arbitrarily changing or erasing the origin marking — is plainly illegal, so never touch it. 7. Sourcing in Practice — The Shenzhen Drone/RC Cluster and Confirming Held Certifications
Once you've drawn the regulatory map and reckoned the cost, the next question is where and how to source. China is the center of the world's drone/RC production, with the industry packed especially tightly into the Shenzhen area of Guangdong.
China's drone/RC cluster
The first place to think of in drone/RC sourcing is the Shenzhen (深圳) area of Guangdong. Shenzhen's electronics, wireless, and battery supply chains are tightly interwoven, so factories making finished units and modules for drones, FPV, and RC toys are dense there, and toy and powered-product manufacturing is thick across Guangdong more broadly. Online, the common flow is to search factories by item on 1688/Alibaba, shortlist candidates, and narrow down through audits or inspection. Above all, for items where certification stacks in layers like drones/RC, it's important to confirm early whether the factory has experience handling Korean radio certification and KC and holds the relevant certifications. A factory with a certification track record cooperates smoothly on test data, while one that has only served the domestic or other markets takes longer. Finished unit vs SKD, and the certification holder
Sourcing drones/RC on 1688, you'll see both finished units (complete craft) and SKD (semi-assembled/partial-kit) forms. A finished unit gives consistent assembly and quality but little room for customization, while an SKD/parts form is flexible but — since you assemble and configure domestically — can make certification and quality responsibility more complex. Because wireless and battery are entangled, the form you import in can change the certification approach, so weigh the finished-unit/SKD choice with the certification lens included.
What to confirm on the sample without fail
Drones and RC all look plausible in photos and video, but real quality splits on wireless stability, battery, flight performance, and finish. Since wireless, battery, and flight are entangled, safety comes first. Confirm the following at the sample stage.

That said, what eats the most time in a drone/RC is the layered certification, more than customization. When radio certification, plus battery KC and shipping handling, plus children's-product KC all attach, each gate carries its own testing, paperwork, and schedule, stretching the time and cost to the first order. For reference, certifications like radio certification and KC are often run through an agency, and the agency cost and timeline vary greatly by item, frequency, test items, and body — hard to pin down. What is clear is that the more wireless, battery, and toy tangle together, as with drones/RC, the more test branches attach, so you should budget time and cost generously. So reckon MOQ (minimum order quantity) together with the certification and testing schedule, and it's safer to verify quality and certification feasibility with a small quantity on the first deal before scaling up. - Confirmed whether UN38.3 documentation exists, whether it can go by air or sea, and packing/paperwork requirements like PI965–967
③ Toys aimed at children
- For toy drones or RC cars aimed at under-14s, confirmed whether it's a children's-product KC target (safety confirmation, etc.)
- Checked the target-age and warning labeling together with the toy-safety lens (materials, hazardous substances, structure)
④ Weight, aircraft registration & product-page notice
- Confirmed the drone's max takeoff weight and, against the regulations, whether registration and licensing duties attach in that band (over 250g, etc.)
- On the premise that registration and licensing are the buyer's (user's) duty, decided to include the relevant notice on the product page
⑤ Tariffs, labeling, factory & sample
- Confirmed the HS code and rate for finished units, parts, and batteries with a customs broker, and recalculated the margin by landed cost with certification and testing fees loaded on
- Verified the factory's (Shenzhen, etc.) radio-certification/KC experience and its certification number and holder against the real thing (CE/FCC does not replace KC), checked wireless, battery, flight, and weight on the sample, and reckoned MOQ together with the certification schedule
