Importing Food-Contact Products from China — Korea's MFDS Import Inspection for Tumblers and Kitchenware, Explained

"Tumblers look like they'll sell, so I want to bring some in from China — I can just clear them as general goods, right?"
"The factory says it has FDA and LFGB reports. So they'll pass in Korea too, won't they?"
"The goods already reached the port, and customs is asking for an 'overseas manufacturing site registration number.' What is that?"
These three questions share one thing: they treat the goods as ordinary merchandise. But to Korea's Ministry of Food and Drug Safety (MFDS, the food-and-drug regulator), a tumbler, a lunch box, a silicone mold, or a ladle isn't general merchandise — it's something that touches food. The moment a product has a surface that contacts food, it rides a different regulatory track than clothing or stationery. Miss that fact before you place the order, and you meet it later — as goods already on the water, sitting stuck at port.
Here's the big picture up front: importing food-contact utensils, containers, and packaging gets far less confusing once you split it into three gates. First, "is my product even in scope" — deciding whether it counts as "utensils, containers, and packaging" under the Food Sanitation Act. Second, "did I register in advance" — the business registration and overseas-site registration you need before you import. Third, "does it pass inspection" — the real gate of import declaration and material-by-material migration testing. Today we walk through these three in order, then add the documents to secure from the Chinese factory and the pitfalls that keep tripping people up on the ground.
Having covered product certification around KC, CE, FDA, and CCC at a high level (#10), and the customs clearance process itself (#42), today is the story of the food-contact products that get snagged especially often in between. The key is that separate from customs clearance, there's one more gate: the MFDS.
1. Why a Tumbler Isn't "General Merchandise"
The same stainless cup is general merchandise if you sell it as a pen holder, but a food-contact utensil the moment you pour water into it to drink. The difference is a single thing: does it touch food? Korea's Food Sanitation Act groups items that directly touch food under the name "utensils, containers, and packaging," and once a product falls in that group, it gets safety standards and an import process that differ from ordinary goods.
Roughly, the scope covers this: containers that hold food (lunch boxes, sealed containers, cups, plates), utensils used to cook or eat (ladles, tongs, cutting boards, tumblers, silicone molds, straws), and packaging that wraps food (bags, film, paper-cup stock). Ask yourself "does my product ultimately touch someone's mouth or their food," and the call usually isn't hard.
Why does this distinction matter? Because the moment goods declared as general merchandise get reclassified as food-contact utensils, you have to start the import declaration and inspection over from scratch. It's safer to begin by understanding the two-track structure — customs handles clearance, the MFDS handles food safety.
2. Two Registrations You Need Before You Import
Food-contact products are governed by a separate law, the Special Act on Imported Food Safety Control. The name is unfamiliar, but in practice what you prepare in advance boils down to two things — both sharing the trait that they must be done before the goods arrive.
Business registration — the credential for "you," the importer
First is the credential the importer needs: registration as an imported-food import-and-sales business. You register with the competent regional MFDS office, and you need this to import food-contact products as a business. It's separate from your company (business) registration, and conditions like premises requirements or a training course can attach. If it's your first import, looking into this registration ahead of the order is the right sequence.
Overseas manufacturing site registration — registering the "factory"
Second is registering the overseas manufacturing site (the Chinese factory) that made the goods. To file an import declaration, the factory that produced the product must already be registered with the MFDS; a product from an unregistered factory can't be declared for import at all. That third question above — "customs is asking for the overseas manufacturing site registration number" — is exactly this point. Registration needs the factory's details such as name and address, and it can take anywhere from a few days upward, so it has to be handled before the goods ship.
3. Import Declaration and Inspection — Precision Once, Eased After
With registration done, you now file an import declaration each time goods come in. You file with the competent regional MFDS office, which sets the inspection type — broadly a document check, a visual (organoleptic) check, and the one where they actually take a sample and test it: precision inspection. In practice, precision inspection is what you most need to plan for.
The structure, drawn simply, is this. When the same company imports the same product for the first time, it goes through precision inspection — the step that actually tests (via migration testing) whether hazardous substances stay within limits for each material. Clear this first gate, and later repeat imports of the same factory's same product ease into a document check or a random-sample check. So the first order's precision inspection is really the biggest hill, and once you're over it, reorders get much lighter.
It helps to get a feel for cost too. Precision inspection carries a testing fee, which depends on material and the number of test items — roughly in the range of a few hundred thousand won to start, climbing higher when a set involves several materials. The exact figure varies by item, item count, and lab, so when you build the first sourcing quote, it's safer to fold this inspection cost into your landed cost up front.
4. Material-by-Material Points — What Gets Tested
The heart of precision inspection is migration testing. Instead of food, a test solution is put in the item, and the test measures how much of a hazardous substance leaches into that solution. Different materials get watched for different substances, so you have to know exactly what your product is made of first.

Stainless — grade and heavy metals
It's the material used most in tumblers and cups, and precisely because of that, they check heavy-metal migration. Even within "stainless," composition differs by grade (e.g. the 304 family), so start by confirming which grade the factory uses. Use a grade unfit for food to shave cost, and it gets caught in migration testing.
Plastic — the material name and specific substances
Plastic comes in many types, and the test items change depending on whether it's PP, PC, or Tritan. Polycarbonate (PC) in particular can be checked for substances like bisphenol A. The important thing is to pin down with the factory, at the level of the material name, whether it's genuinely food-contact-grade resin.
Ceramic / glass — the print and glaze
For mugs and plates, lead and cadmium tend to come not from the body but from the inner print and glaze. If the product has color printing on the inner base or on the rim that meets the lips, watch that area closely. Keep this in mind from the moment you pick a design sample and later goes easier.
5. What to Ask the Chinese Factory in Advance
You take precision inspection in Korea, but the pass rate is decided by what you asked the factory for at the order stage. Questioning the material after the goods are made is too late. Below are the things worth securing during quoting and ordering.
- Material specification: a document listing what each part of the product is made of, part by part. Confirm right down to accessories like the lid, gasket, and straw.
- Existing test reports: reports the factory already holds. Note that standards differ by country, so having these doesn't exempt you from Korean inspection. Treat them as reference for identifying the material.
- Food-contact-grade confirmation: verify the resin is a grade cleared to touch food, at the level of the material name. Not "it's food-grade, trust me," but pinned down by resin grade.
- Overseas manufacturing site details: the exact company name and address needed for registration. Check that they match the factory's business license (yingye zhizhao) exactly (#62).
6. The Pitfalls That Keep Happening
The same mistakes recur. When you see the signals below, it's worth one more check before you order.
- A missed accessory material: you focus on the body and overlook the material of the lid gasket, straw, or valve — and a test item springs up at inspection
- One item in a set fails: one of several components can't pass migration testing, and the whole set becomes unsellable
- Unregistered overseas site: goods arrive without registration and wait at port while storage fees pile up
- Wrongly declared as "kitchen sundries": a food-contact utensil declared as general goods gets reclassified, and you redo the whole process from the start
- Material swapped in mass production: production runs on a different grade or resin than the approved sample, so the sample passed but the mass goods get caught
That last item stings most. Even if the sample cleared precision inspection, the result can change if the factory quietly switches the resin in mass production. That's why confirming that the approved sample and the mass goods share the same material, via pre-shipment inspection, is especially valuable for food-contact products (#47).
7. Planning Schedule and Cost
Lay everything above onto the actual first-order schedule and it runs like this. Keep the order and fewer goods get stuck at port.
- Scope check: first confirm whether your product is food-contact utensils/containers/packaging (Section 1).
- Pre-registration: finish the business registration and overseas-site registration before the goods ship (Section 2).
- Sample pre-test: running precision inspection on a small sample before the bulk order lets you catch material problems before mass production.
- Import declaration and precision inspection: reflect the first import's lead time and cost in your schedule and landed cost (Section 3).
- Inspection: confirm before shipment that mass goods come out in the same material as the approved sample (Section 6).
The one I especially recommend here is the small-sample pre-test. Make a few thousand units and have the material caught at precision inspection, and that whole quantity gets tied up — but test a sample before ordering, and you find the problem far more cheaply. The more it's a first deal or an ambiguous material, the better it is not to risk the whole order value trying to save a few hundred thousand won of inspection cost.
8. Food-Contact Import Checklist
Scope and registration
- Confirmed whether the product has a food-contact surface (in scope as utensils/containers/packaging)
- Hold the imported-food import-and-sales business registration
- Finished the overseas manufacturing site (factory) registration before the goods shipped
Material and inspection
- Identified the material part by part, accessories (gasket, straw, etc.) included
- Confirmed food-contact-grade resin at the level of the material name
- Put the first import's precision-inspection lead time and cost into schedule and landed cost
Factory and inspection
- Assumed Korean inspection is needed, separate from LFGB/FDA reports
- Screened material risk in advance with a small-sample pre-test
- Confirmed via pre-shipment inspection that mass goods match the approved sample's material
